Introduction
The
report (the cost/benefit analysis) represents the culmination
of over two years of effort. With updates events affecting the
project to February 2002. Much has occurred in the intervening
period.

The final word identifies the remaining key issues presented
for the consideration of elected members - the decision makers.
The Section is intended to focus the final decision making process
upon those matters which most will influence a decision.
Events affecting PENLINK
and occurring since November 2000
Reporting
of the events and issues associated with a project or proposal,
will over time have to deal with
"a moving target". The events concerned with PENLINK
have been very protracted as is the evidence from the draft
report that covered a period of at least five years.
The
CSL (Cranleigh's) Report and the subsidy issue
As
a result of these discussions, which were conducted at a PENLINK
Workshop held on the 8 October 2001, Councillors agreed to obtain
further information and determine what the result would be if
the RDC was to do it themselves - termed the "RDC/DIY" or just
the "DIY" option.
Impending
Government Transport Policies
The
present law relating to subsidy payments is highly unsatisfactory
due to its inequities and the irrational (in an economic sense)
application of Transfund subsidies. The present circumstances
give rise to the motorist paying twice - the so termed "double-dipping".
Whangaparaoa
Road "Widening"
The
widening option has been cast by its critics as a greatly inferior
option to PENLINK due mainly to the very major impact that widening
on the large scale required would have on numerous private properties.
