Base Statistics Database.

The following is an inventory of the data fields held in this database.


Name of Field.

Description and summary of use in reporting.

Names and locations of all 74 NZ district councils. Separate database of names addresses, CEO mailing list emails etc refers.

Cohort

Group one of four for standard reporting group of Metropolis, City, Provincial/Rural or Rural. Rankings highest to lowest are based on ranks within the cohort/peer group.

Used in standard reporting for peer group reporting and for cohort high and low measures in graphical reports. Standard reporting cohorts/groups are principally based on population numbers modified rarely due to predominant character (urban-rural) of district.

Grouping

Indicates any council-client directed grouping (eg G9, regional, customised etc)

Any customised aggregation 2 to 74 can be set by this system setting.

Rating system in use

One of Annual, Capital or Land (unimproved) value bases.

As advised by Quotable Value NZ (QV) as at rating year 1999 - 2000.

Whilst every care has been taken to “match like with like” variability of council account codings render this “a difficult assignment”. Items 1 – 22 (below) are not always exactly comparable.

There is at present, due to widely differing accounting practices no reliable measure of year on year district council operational performance as indicated by this “bottom line” measure.

The data items 22 – 40 below (Statement of Financial Position-“balance sheet”) have been –laboriously- extracted from council annual financial statements FY ended 30 June 1999.

 

Whilst every care has been taken to “match like with like” variability of council account codings  render this “a difficult assignment”. Items 22 –40 below are not always exactly comparable.  To address this definitional problem they are grouped as “Amenities” costs.

All expenditures both amenities (aggregated-items 22-27 incl) and Niceties (aggregated- items 28-40) are reported as the “Niceties to Amenities ratio. This ratio gives a measure of the relative expenditures of a council on utilities/amenities verses those expenditures relating to community  facilities and activities.
